Anne KWANG - Chairperson
Ms. Kwang has been with Veolia Taiwan since 1992. As a pioneer of Veolia's environmental services, she has significantly contributed to the growth of Veolia's business in Greater China. She previously served as the General Manager of Hazardous Waste and Incineration, Vice President at Veolia China, and has been the Chairperson of the Board of Directors of ApolloTech since 2023.
Ms. Kwang has been involved in waste-to-energy (incineration), integrated hazardous waste recycling and treatment, oil sludge recycling and disposal, and soil and groundwater remediation in various cities in Taiwan and China. With extensive and specialized experience in establishing, construction management, and operational management of general or hazardous waste treatment facilities, she has developed a forward-thinking approach to industrial modernization, to strategies for energy resource integration and to circular economy.

Shen-De CHENVice Chairman
Shen-De CHEN - Vice Chairman
Since 1995, Mr. Chen has amassed substantial expertise in environmental engineering, including soil and groundwater pollution investigation and remediation, pollution potential and health risk assessment, contaminated land development and management, and environmental policy evaluation. He has led numerous national surveys for the Environmental Protection Administration (now the Ministry of Environment), including assessments of contaminated farmland, abandoned factories, and nationwide soil quality studies.
As a certificated professional engineer at ApolloTech, Mr. Chen is a key expert in shaping Taiwan's soil contamination management policies. His work has yielded outstanding results in the investigation, assessment and remediation of numerous polluted sites. In 2023, Mr. Chen started to work on carbon reduction and energy efficiency services for industrial clients, supporting the Group's mission to foster ecological transformation.

Mr. Liou has been active in environmental engineering since 1993, with extensive expertise in pollution remediation and environmental chemistry. His specialties include remediation management of polluted sites, assessment and cleanup design supervision for illegal dumping sites, planning and designing pollution remediation systems, environmental chemical analysis, and environmental auditing.
As a certificated professional environmental engineer at ApolloTech, Mr. Liou has led numerous projects involving the investigation, assessment, planning, and cleanup design of illegal dumping sites in Taiwan, and the remediation of various contaminated sites, including gas stations, refineries, and petrochemical plants. He consistently excels in regulatory compliance, technical decision-making, program execution, and quality management. Additionally, as a technical expert in environmental chemical analysis and pollution source identification, he leads the team at ApolloTech in delivering more specialized and comprehensive services to clients.

Phil WEIVice General Manager
Phil WEI - Vice General Manager
Dr. Wei possesses extensive expertise in pollution remediation technology research and engineering integration, with a deep background in soil and groundwater physical and chemical treatment, pollution investigation and assessment, environmental nanoparticle treatment agent development, and treatment process optimization. His design and construction of the mercury and dioxin polluted soil wash and chemical wash plant, and the soil thermal desorption treatment plant in southern Taiwan, have set industry benchmarks, making significant contributions to the site’s remediation efforts.
Additionally, Dr. Wei has led notable projects setting up environmental information systems, including a fugitive emissions management system for a petrochemical plant, and a collaboration with Taiwan’s National Tsing Hua University on the information management and decision-support system for nuclear accident emergency response. These projects have advanced key technologies essential for environmental management.

Mr. Wang has over thirty years of professional experience in civil engineering and soil/water conservation, with expertise in geotechnical engineering investigation and design, soil/water conservation planning and design, civil engineering construction management and supervision, and technical support for construction design of pollution remediation projects.
As a certificated professional geotechnical and soil/water conservation engineer, Mr. Wang has contributed to high-profile projects, providing turnkey project management and supervision services for clean-up of a waste landfill project, construction management services for heavy metals contamination site remediation, and technical services to set up automated monitoring systems for drainage systems at several industrial parks. His professional skills and extensive practical experience have earned him strong trust and recognition from clients.

James DONG
James DONG - Manager
Mr. Dong is a senior hydrogeologist with expertise in polluted site characterization, hydrogeology and pollution delivery dynamics, groundwater remediation, and geophysical survey and identification techniques. As head of the groundwater team at ApolloTech, he is in charge of the investigation and remediation projects for several chlorinated organic compound contaminated sites with complex hydrogeological conditions. He also works closely with the Ministry of Environment on planning groundwater quality monitoring systems and environmental protection standards, and developing investigation and remediation plans for active industrial sites.
Mr. Dong has also led research and development on several patents in relation to groundwater investigation and remediation technologies, advancing the application of innovative and precise remediation techniques. Since 2011, he has been an instructor for the Ministry of Environment's Soil Pollution Investigation Training Program, dedicating himself to training future industry professionals.

Sam LIN
Sam LIN - Manager
Mr. Lin has extensive expertise in soil and groundwater pollution investigation and remediation, with specialized skills in hydrogeological analysis, environmental site assessments, and risk evaluation. As a certificated professional geophysical engineer at ApolloTech, he has led various projects for the Ministry of Environment, including the investigation of abandoned factories, pollution incident response, environment management, pollution prevention, and the promotion of groundwater pollution source management strategies.
His work has encompassed groundwater investigations in the Tou-Fen and Zhu-Nan regions and other pollution remediation and verification efforts. Mr. Lin also brings significant experience in managing oil pollution site investigations and source identification, which include long-distance pipeline emergency response treatment, oil slick recovery, pollution mitigation, and remediation for Taiwan’s CPC Corporation at their Taichung Oil Supply Center.
