Site Background
The CPC Kaohsiung Refinery, established nearly 80 years ago, ceased operations in November 2015, with subsequent dismantling of equipment as part of the site remediation efforts. To accelerate industrial transformation and attract leading semiconductor companies such as TSMC to set up operations locally, the Kaohsiung City Government has actively implemented a comprehensive pollution remediation plan. The timeline for the full remediation of the 1,700,000 m2 site has been expedited, with completion now scheduled for the end of 2026, to facilitate the revitalization of the land. ApolloTech commenced remediation activities for Zone 4-2 of the site in 2021.
Pollution Status
TPH*, benzene, toluene, ethylbenzene, and xylene were detected in 58,000 m2 of the 92,000 m2 Zone 4-2, with pollution extending 2 to 6 meters below ground.
Remediation Approach
- Using plant layout data, operational materials, aerial photographs, and a variety of other sources, combined with on-site surveys, advanced detection techniques, and systematic investigation, ApolloTech identified the subsurface pollution distribution.
- For areas with severe contamination, we implemented high-intensity excavation, followed by soil washing or bioremediation techniques to reduce pollutant levels.
- In areas unsuitable for excavation due to safety concerns, we employed in-situ remediation methods, minimizing the impact on surrounding infrastructure. Techniques used included soil vapor extraction, air injection, and double-packer injection.
- With our deep understanding of the strengths and limitations of each technology, ApolloTech designed a highly effective remediation strategy. Despite time constraints, a large excavation volume, limited space on-site, and the complexity of the pollution, we successfully completed the remediation in 458 days, and Zone 4-2 was de-listed as a pollution control site in April 2024.
